[HDRP] volumetric VFX graph with fog output flickers when the Camera is not moving
How to reproduce:
1. Open the attached project “2023-1_HDRP_Test_Project.zip”
2. Open the “Volumetric Samples Scene” scene
3. Enter the Play mode
4. Observe the “FogTest” Visual Effect
Expected result: The Fog particles do not flicker
Actual result: The Fog particles flicker
Reproducible with: 2023.1.0a25, 2023.1.0b11, 2023.2.0a10
Couldn’t test with: 2020.3.47f1, 2021.3.22f1, 2022.2.15f1, 2023.1.0a24 (The “FogTest” Visual Effect is not visible in the scene)
Reproduced on: Windows 11 Pro, macOS Monterey 12.6
