[HDRP] "Upgrade Fog Volume Components" does not keep old values when upgrading
Reproduction steps:
1. Create an HDRP project in 2019.2
2. Create a "Rendering -> Scene Settings" GameObject
3. Change some "Exponential Fog" values
4. Save Project
5. Open the Project in a Repro version (1190691.zip)
6. Select the "Scene Settings" GameObject
7. "Edit" -> "Render Pipeline" -> "Upgrade Fog Volume Components" -> "Proceed"
Expected Result: Old Fog Values get ported to the New Fog Component
Actual Result: New Component has default values/Does not get updated Fog Component/Outputs errors in the Console
Reproduced with: 2020.1.0a15, 2019.3.0f2
Did not reproduce on(No Upgrade): 2019.2.16f1, 2018.4.14f1, 2017.4.35f1
