[HDRP] Unnecessary long scroll bar in HDRP Template Welcome Dialog window
To reproduce:
1. Create a new HDRP template project
2. Open Tutorials > Welcome Dialog
3. Observe the scroll bar in the newly opened window
Expected: scroll bar is non-existent or matches the content inside the window
Actual: scroll bar is a lot longer than the content that is provided in the window

Not reproduced on:
2022.1.0a13
Notes:
- The Welcome Dialog window is not available in 2022.1.0a13 or earlier
- The Welcome Dialog window is not available in the URP template
- Reproduced on Win11
