[HDRP] UI image transparancy increases with higher exposure
Steps to reproduce:
1. Open attached project
2. Make sure you are in "BasicFunctionality" scene
3. Make sure that UI panel alpha value is lower than 255
4. Select "Post Processing Settings" game object and increase the exposure
5. Observe that UI panel becomes more transparent with higher exposure
Expected result: UI image transparency should not increase with higher exposure

Resolution Note:
This happens because the UI is not pre-exposed and it is blending with something extremely bright. Given the UI is not pre-exposed, what's happening is actually correct.
