[HDRP] Terrain/Lit shader not rendering in Standalone Build
Reproduction steps:
1. Create a New HDRP Project and import the attached terrain (Environment.zip)
2. Add the terrain to the Scene
3. Build & Run for Standalone
Expected Result: Terrain is visible
Actual Result: Terrain is not visible
Reproduced with: 2020.1.0a12, 2019.3.0b10, 2019.2.14f1, 2018.4.12f1
Did not reproduce on(No Packman): 2017.4.34f1
