[HDRP] Skybox Material becomes missing when HDRP render pipeline asset is removed
How to reproduce:
1. Download and open project "case1266651.zip" (link in Edits) and open scene "SampleScene"
2. Go to Window > Rendering > Lighting and assign a skybox material if none is assigned
3. Go to Edit > Project Settings > Graphics and assign the HDRP render pipeline asset
4. Remove the HDRP render pipeline asset (back to built-in)
5. Go to Window > Rendering > Lighting and observe the Skybox Material field
Expected result: Skybox Material remains the same
Actual result: Skybox Material is missing
Reproducible with: 2019.4.6f1, 2020.1.0f1, 2020.2.0a19
Cannot test with: 2018.4.26f1 (HDRP render pipeline asset does not appear in Graphics settings)
Reproducible with package versions: 7.3.1, 9.0.0-preview.33
Cannot test with package versions: 7.0.0, 7.2.1 (HDRP render pipeline asset does not appear in Graphics settings)

Resolution Note:
Unfortunately there is currently no way around this bug as changing the skybox material is the only way to setup GI correctly from SRP. In order to fix that we have to have more robust APIs to setup sky for baking at the core of Unity.
For lookdev purpose more specifically, we'd need to implement lookdev for URP.
As such, we need to postpone the fix for this issue.
