[HDRP] Shadow Atlas doesn't update properly for lights created by Shuriken
Versions tested: 2020.2.0a1 + 9.0.0
Steps to reproduce:
1) Open attached project, 9801_ShurikenLightModule scene
2) Make sure PointLight prefab has shadow maps enabled
3) Observe incorrect shadows emitted by point and spotlights
4) Go to Window -> Render Pipeline -> Render Pipeline Debug and in Lighting enable VisualPunctualLightAtlas
5) Observe that Atlas gets updated incorrectly

Resolution Note:
Resolved by design as we don't support officially Shuriken and the fixwould cause more harm than good.
We'll add a clear section about this limitation in the documentation
