[HDRP] Render Texture doesn't appear on UI Image when viewing it in Scene View or in Build, after building the project
How to reproduce:
1. Open the attached project's Scene labeled "SampleScene"
2. Inspect the RawImage with a Render Texture
3. Build the project
4. Observe the Scene View or the built project
Expected result: Render Texture appears
Actual result: Render Texture doesn't appear
Reproducible with: 2019.3.0f3 (7.1.6), 2020.1.0a16 (7.1.5, 7.1.6)
Not reproducible with: 2019.2.16f1 (6.9.0-preview, 6.9.2-preview), 2020.1.0a16 (7.1.1)
Couldn't test with: 2017.4.35f1 (Package Manager does not exist), 2018.4.14f1 (4.1.0-preview), 2020.1.0a16 (7.1.2)
Workaround: Set up the HDRP asset to use FP16 color format (Performance could be impacted)
