[HDRP][Reflection Probe] error spam in console when no rendering layers assigned in Global Settings asset
steps
- open repro project
- open scene
- in hierarchy, select (or create and select) a reflection probe
- ensure inspector tab is visible
- in project tab, select "HDRenderPipelineGlobalSettings.asset"
- in inspector tab, rendering layers > rendering layer names
## right click the first element and select "delete array element"
Expected: no errors in console
Actual: error spam console
repro: 2023.3.0a1
Workaround: add a rendering layer(s) to global settings, or do not use the Reflection Probe inspector and then clear console errors
