[HDRP] QualitySettings are constantly dirtied and checked out in version control when saving Scenes/Project
How to reproduce:
1. Create a new 3D project in your preferred Perforce workspace
2. Open the project and connect it to Perforce
3. Submit the initial project to Perforce, add and set up the HDRP package
4. Submit all of the new changes and save the scene
5. Observe that QualitSettings are checked out even though there were just saved without any new changes
6. Submit and save again (QualitySettings gets checked out again)
Expected result: QualitySettings are not dirtied/checked out on project save
Actual result: QualitySettings are always checked out on project save
Reproduced in: 2020.2.0a1, 2020.1.0a26, 2019.3.3f1 (HDRP 7.2.1, 7.1.8, 7.1.7)
