[HDRP] Planar reflections break for 2k+ resolutions on DX12
Version tested: 2021.2.0a19 + 12.0.0 (Master)
Steps to reproduce:
1) Open attached project or make a new project with planar reflection surface
2) Make sure you are on DX12
3) Make sure planar refl. atlas size is set to 2048 or 4096 in your HDRP asset
4) Select plane with planar reflection component and switch resolution to 2048 or 4096 and then back to 1024
5) Observe that 1024 is fine but anything higher breaks
