[HDRP] Moving Directional Light in Play mode leaks memory when both Scene View and Game View are visible at the same time
Steps to reproduce:
1. Create and open a project with HDRP Template
2. Make sure both Scene View and Game View are visible in the layout
3. Enter Play mode
4. Move Directional Light
Expected result: The memory usage stays the same
Actual result: Memory usage starts increasing as long as the Directional Light is moving
Reproducible with: HDRP 7.1.6, 7.1.7, 7.1.8 (2019.3.0f1, 2019.3.1f1, 2020.1.0a23)
Not reproducible with: HDRP 7.1.1, 7.1.5 (2019.3.0b12, 2019.3.0f1)
