[HDRP] LookDev window uses default volume to render effects
Steps to reproduce:
- Start a new HDRP sample project
- Open Window/Rendering/Look Dev window, make sure it's undocked
- Observe scene skies, volumetric clouds and SS lens flares being rendered
Expected result: With no Environment assets assigned, Look Dev should just render black background.
Notes:
- Reproduces both on Mac and Windows
- Does not reproduce when the window is docked
- Disabling effects from Graphics/Volume Default affects both Editor and LookDev scenes
