[HDRP]Light source produces Lighting when Light source is not Active
Steps to reproduce:
1. Open users attached project "bug_cyber_camera_build_stopsworking.zip"
2. Navigate to Project -> Assets -> Scenes and open "Solo" scene
3. Enter Play mode
4. Press any button from 1 to 5 on the top side of the keyboard
5. Left click with a mouse to shoot
6. Notice how Light reflects on the gun after the shot
Expected results: No reflection on the GameObject when there is no Light source
Actual results: Light reflects of GameObjects when Light source is set to InActive
Reproducible with: 2019.1.0b8, 2019.1.0b10,
Not Reproducible with: 2018.3.12f1
Reproducible with Package version: preview- 5.9.0, preview-5.10.0
Not Reproducible with Package version: preview - 5.0.0, preview-5.8.2
Package regression: preview- 5.9.0
Notes: If Active Light source in the Scene (Directional Light) is Deactivated the bug disappears. 2019.2.0a1 and higher does not load the package. Versions lower than 2019.1.0b8 fails to load the corrupted package versions
