[HDRP] Invisible scrub bar for adjusting Light Intensity is too small
Reproduction steps:
1. Create a new HDRP project
2. Create a Spotlight
3. Try adjusting the Spotlight's Intensity using the invisible scrub bar
Expected result: the scrub bar will be the same size as all other scrub bars
Actual result: the scrub bar is really small
Reproducible with: 2019.3.0f1, 2019.3.2f1, 2020.1.0a24
Not reproducible with: 2018.4.17f1, 2019.3.0b12
Notes:
1. This reproduces with any HDRP package version
2. Does not reproduce with URP or Built-in Renderer
3. This reproduces with all Lights
