[HDRP] HDRP default settings option in project settings doesn't work when HDRP asset not set, throws error
Repro steps:
1. Open Project Settings
2. Make sure the current pipeline in Graphics settings is set to "none"
3. Click "HDRP Default Settings"
Expected result: settings render and no error
Actual result: settings don't render, error is thrown
