[HDRP] HDR becomes disabled when Cameras in the Scene don't have the same Values on Viewport Rect H or W variables
Steps to reproduce:
1. Open user's attached project "Overlaid_Camera_Built-in_Render_Pipeline.zip"
2. Open "SampleScene"
3. To see the issue better focus on Game window
4. In the Hierarchy window select "Overlay Camera"
5. In the Inspector the HDR "Use Graphics Settings"
6, Do the same with "Main Camera"
7. Change the Viewport Rect W or H value to anything but 1
8. Notice the Game view
Expected results: Inconsistent Viewport Rect between an Overlaying Camera the Main Camera has no effect on HDR
Actual results: Inconsistent Viewport Rect between an Overlaying Camera the Main Camera turns off the HDR effect
Reproducible with: 2019.1.14f1(preview - 5.16.1), 2019.2.4f1(preview - 6.9.1), 2019.3.0b2(7.0.1)
Not Reproducible with: 2018.4.8f1, (4.10.0 - preview)
