[HDRP] Faded lights aren't culled to allow bright Lights to activate even though they are invisible due to Fade
Reproduction steps:
1. Open project in "case_1203644-FadeLightCullIssue.zip"
2. Open "LightScene.unity"
3. Notice that Point Lights have Fade distance of 10
4. Notice that HDRenderPipelineAsset allows a maximum of 10 Punctual Lights on screen
5. Move Camera in the Scene view and change Fade Distances of Lights
Expected result: Lights that are almost invisible due to Fade will be culled and allow for bright Lights to light up
Actual result: Lights closest to the Camera get culled and almost invisible Lights far away are being left active
Reproducible with: HDRP 6.9.2 (2019.2.16f1), HDRP 7.1.6 (2019.3.0f3, 2020.1.0a16)
Could not test with: HDRP 4.10.0 (2018.4.14f1) - no option to set maximum amount of rendered Lights
Note: reproduces both in Scene and Game view
