[HDRP] Enabling SSR in HDRP quality settings breaks rendering loop
Version tested: 19.3.a12 + 7.0.1
Steps to reproduce:
1) Open attached project, SampleScene
2) Go to Edit -> Project Settings -> Quality, make sure NoSSRHDRP quality level is selected
3) Go to HDRP subcategory and enable Screen Space Reflections
4) Observe that rendering is broken now
Note: Switching between quality levels (reloading hdrp assets) fixes the issue. Some other features don't work unless you switch quality levels as well (but don't break rendering): Shadow resolution tiers, Planar Reflection Resolution.

- Reference to a deleted GameObject becomes "None" instead of "Missing" when the GameObject is restored with undo after entering and exiting Play Mode
