[HDRP] DefaultSceneRoot.prefab in HDRP Template is outdated
Creating new Scene in HDRP Template project will produce different result, than a new scene from empty HDRP project(when HDRP wizard is used). This is due to outdated DefaultSceneRoot.prefab file. Template project needs to be updated.
Reproductin steps:
1. Open HDRP template in unity 2019.3.0a12+
2. Click File->New Scene

Steps to fix:
1) Delete the DefaultSceneRoot.prefab
2) Run HDRP wizard
