[HDRP] Decal draw order does not work with SG Material

Package: Scriptable Render Pipeline HD

Repro steps :
- Open attached project
- Open SampleScene
- Select lower decal projector "Decal Projector_Standard_100"
- Change the draw order from 100 to 300
- Notice the order of drawing changes
- Now select lower decal projector "Decal Projector_SG_100"
- Change the draw order from 100 to 300

Expected : Same thing with a standard material, decal draw order changes
Result : Nothing happens

Additional info :
- Working in HDRP 7.3.1

Environment :
- Windows 10
- Unity 2021.1.0a10
- HDRP 11.0.0

    and pixel displacement would be nice

    broken still in 7.5.2, really need to fix these issues also ambient occlusion doesn't seem to have any influence in custom shader graph decals

    It works with default materials but doesn't with materials made with Shader Graph
