[HDRP] [Cinemachine] UITK and TMP elements are flickering in Play Mode when disabling and enabling the Camera
Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/Scenes/SampleScene.unity” Scene
3. Enter the Play Mode
4. In Hierarchy expand the “GameObject” GameObject and select cam
5. In Inspector, at the top of the window tick and untick the CheckBox next to Textfield with inserted text “cam”
6. Observe the Text “asdasd“ in the GameView window while repeating step 5
Expected result: Text “asdasd” does not flicker and appears the same
Actual result: Text “asdasd” flickers like seen in ReproVid.mp4
Reproducible with: 3.0.0-pre.5 (2023.1.2f1), 3.0.0-pre.7 (2022.3.4f1, 2023.1.2f1, 2023.2.0a21)
Not reproducible with: 3.0.0-pre.4 (2023.1.2f1)
Could not test with: 3.0.0-pre.7 (2021.3.27f1) (Library\PackageCache\com.unity.cinemachine@3.0.0-pre.7\Runtime\Core\LensSettings.cs(117,33): error CS0117: 'Camera' does not contain a definition for 'kMinAperture')
Reproduces on: Windows 10 Enterprise 21H2
Notes:
- Removing the Library or reinstalling the package did not help to fix errors in 2021.3.27f1

Resolution Note (fix version 3.0.0):
There were 2 causes for this issue:
- Camera Cut events were being generated sometimes when actually it was a blend.
- CinemachineVolumeSettings was not checking evt.IsCut, and was always doing an HDRP temporal reset, causing text to flash.
