HDRP assets assigned to unusued quality settings drastically increase build time and runtime memory usage of HDRP Lit
How to reproduce:
1. Open the attached project "memorytests.zip"
2. Open "SampleScene" Scene
3. Open the Project Settings (Edit > Project Settings)
4. Navigate to Quality Settings and make sure that only Medium Quality is ticked
5. Build And Run the project
Expected result: Unused Quality Settings (High Quality, Low Quality) are not built, only the used Quality Settings impact HDRP Lit runtime memory usage
Actual result: Unused Quality Settings are built alongside the used ones, unused Quality Settings impact the HDRP Lit runtime memory usage
Reproducible with: 10.8.1 (2020.3.26f1), 12.1.3 (2021.2.8f1), 13.1.4 (2022.1.0b3, 2022.2.0a1)
Could not test with: 7.7.1 (2019.4.34f1) - Errors in the Console window, pink textures
Note: Deleting the unused Quality Settings drastically reduces the build time (from ~2hrs to a few minutes)

This bug also seems to exist in URP 14.0.1 in 2022.3.16f LTS.
