[HDRP] Artifacts appear when Motion Vectors Per Object Motion is used
How to reproduce:
1. Open attached project
2. Enter the Play Mode
3. Use on screen buttons to move the Prefab
4. See the flickering on the lines
Reproducible with: HDRP 4.10.0 (2018.4.0f1)
Not reproducible: 2017.4.26f1, HDRP 5.13.0 (2019.1.2f1, 2019.2.0b1 due to Post-process Volume incompatibility), HDRP 6.5.3 (2019.2.0b1, 2019.3.0a2 due to black view)
Actual results: Background flickers when object moves
Expected results: no artifacts flickering
