HDR Textures become pixelated when compressing them with RGB(A) Compressed ASTC block
Steps to reproduce:
1. Open user's attached project "dsf.zip"
2. Navigate to Project -> Assets and click "ss_raw_compressed.hdr"
3. Notice the quality of the image in the preview window
Expected results: The quality of an image remains original
Actual results: The Image becomes very pixelated
Reproducible with: 2019.3.0f6, 2020.1.0a20
Workaround: Downgrade the project to 2019.2 or lower and compress the images with "RGBA Compressed ASTC 6x6 block" return to Original version and "RGB(A) Compressed ASTC 6x6 block" compression provides the expected results
Note: "RGB(A) Compressed ASTC 6x6 block" compression appeared in 2019.3

Resolution Note (2020.1.X):
We have plans to integrate the improved ASTC RGBM encoding that was suggested by ARM in a future Unity version.
Currently we recommend to use ETC2 RGBA for RGBM encoded HDR textures.
