HDR Cubemap Encoding setting resets itself when the project is reopened

Reproduction steps:
1. Create a new project
2. Go to Project Settings
3. In the Player settings, find and change the HDR Cubemap Encoding (example: from “High” to “Low” on a desktop platform, or from “Low” to “High” on the Android platform)
4. Close and reopen the Editor
5. Observe the HDR Cubemap Encoding setting

Expected result: The setting stays as it was set
Actual result: The setting is reverted to the default one (“High” for Desktop platforms and “Low” for Android platform)

Reproducible with: 2023.3.0a11, 6000.0.45f1, 6000.1.0b13, 6000.2.0a8
Not reproducible with: 2022.3.60f1, 2023.3.0a10

Reproducible environments: macOS 15.3.2 (M3 Max), Windows 10 (by reporter)
Not reproducible environments: No other environments tested

Notes:
- Reproducible with both the Desktop and Android Platforms selected
- For comparison, when the Lightmap Encoding setting is changed, it does not revert back
