HandleUtility.GUIPointToScreenPixelCoordinate has an offset in height when used in Game View window
To reproduce:
1. Open attached project ("case_1215883.zip")
2. Press Play and move your mouse in the Game View
3. Observe the red circle position
Expected result: Red circle stays directly on the mouse
Actual result: Red circle stays below the mouse
Reproducible in: 2018.4.17f1, 2019.2.20f1, 2019.3.0f6, 2020.1.0a22
Could not test in: 2017.4.36f1 (Due to errors in the project)
Note: A horizontal offset also appears when changing the Game View resolution

Resolution Note (2020.1.X):
The issue is coming from the use of Event.current.mousePosition in game code. For the GameView in play mode, Input.mousePosition should be used instead.
