GUILayout.BeginHorizontal or .BeginVertical does not warn for imbalances
How to reproduce:
1. Open the user's attached project("BugReportReorderableList.zip")
2. Open "BrokenEditorWindow.cs"
3. Notice GUILayout.Begin... and GUILayout.End.. are unbalanced
4. In the Editor select Bug > Open Window
Expected results: "GUI Error: You are pushing more GUIClips than you are popping. Make sure they are balanced." is thrown
Actual results: No GUI error indicating unbalanced GUILayout
Reproducible with: 2018.4.29f1, 2019.4.14f1, 2020.1.14f1, 2020.2.0b11, 2021.1.0a6
Note: doesn't reproduce with .BeginArea, .BeginScrollView
