[GraphView] The blackboard & master node preview can be expanded outside the range of the window
How to reproduce:
1. Create a new URP/HDRP Template project
2. Create a new shader graph
3. Try resizing the Blackboard/Master Preview/Graph Inspector window out of the graph window box
Expected result: The selected window can only be resized to the borders of the shader graph window
Actual result: There is no limit on resizing which leads to situations where those windows can become unusable
Reproducible with:2018.4.26f1(4.10.0), 2019.4.5f1(7.4.1), 2020.1.0b16(8.2.0), 2020.2.0a18(9.0.0-preview.34, 10.0.0-preview.11)
