Graphics.CopyTexture is inconsistent when copying Texture2D to ARGB4444 RenderTexture
Reproduction steps:
1. Open the attached project
2. Enter Play mode
Expected result: Both plane textures are identical
Actual result: Plane textures are different
Reproducible with: 2021.2.10f1, 2022.1.0b6, 2022.2.0a2
Not reproducible with: 2022.2.0a3
Can't test with: 2019.4.34f1, 2020.3.35f1 (error CS0173: Type of conditional expression cannot be determined because there is no implicit conversion between 'UnityEngine.RenderTexture' and 'UnityEngine.Texture2D')
