Global tool handle rotation is not respected when using the Transform tool
How to reproduce:
1. Create an empty project
2. Add a cube to the active Scene (GameObject > 3D Object > Cube)
3. Select the cube in the hierarchy, and select the Transform tool in the Scene view (shortcut “Y”)
4. Ensure the tool handles are set to global rotation in the toolbar of the Scene tab
5. Rotate the cube in any direction
Expected result: The Transform tool respects the tool handle rotation being set to global
Actual result: The Transform tool rotates does not maintain the global reference frame, and any subsequent movement or rotation is treated as if tool handles are in local rotation
Reproducible in: 2021.3.34f1, 2022.3.19f1, 2023.2.8f1, 2023.3.0b4
Reproducible on: Windows 11
Not reproducible on: No other environments tested
Note: Deselecting and reselecting the GameObject or reselecting the Transform tool by pressing the “Y” key resets the reference frame back to normal
