Global shortcut bind is set to default instead of previous value when setting it to a disallowed key
How to reproduce:
1. Create and open a new project
2. Open Shortcut Manager (Win: Edit > Shortcuts, Mac: Unity > Shortcuts)
3. Set “Main Menu/Assets/Refresh” shortcut bind to (Win: Ctrl+T, Mac: ⌘T)
4. Double-click the “Main Menu/Assets/Refresh” shortcut to enter edit mode
5. Left-click in the Shortcut Manager to set shortcut bind to “Mouse 0”
6. Observe “Main Menu/Assets/Refresh” shortcut bind
Expected result: the shortcut bind is set back to the previous bind
Actual result: the shortcut bind is set to default bind
Reproducible with: 2021.3.48f1, 2022.3.58f1, 6000.0.38f1, 6000.1.0b5, 6000.2.0a3
Reproducible on: macOS 15.3 (M1 Max)
Not reproducible on: no other environments tested
Note: in 2021.3.48f1 the shortcut bind is removed and no error appears, but the preferred behaviour is for it to be set back to previous value if failed to bind correct key.
