[DX11] Texture upload got slower in 5.3+ on some GPUs (mostly AMD)
Steps to reproduce:
1. Open attached project using unity 5.2.4f1
3. Open scene "project"
4. Select "Cube" and tick on "Do 500x New Tex 500x Get Native Texture Ptr"
5. Click play and look at the times in the log/write down the times
6. Stop playing and tick off "Do 500x New Tex 500x Get Native Texture Ptr"
7. Tick on "Do 1x New Tex 500x Get Native Texture Ptr"
8. Click play and look at the times in the log/write down the times
9. Stop playing and tick off "Do 1x New Tex 500x Get Native Texture Ptr"
10. Tick on "Do 500x New Texture".
11. Click play and look at the times in the log/write down the times
12. Repeat the process for Unity 5.3.5 or 5.4
