[WebGL] [Localization] CultureInfo.CurrentCulture always returns "en-US" when building to WebGL
Reproduction steps:
1. Change your browser language to Russian
2. Open the attached project ("1370011_20.3.zip")
3. Switch platform to WebGL
4. Build and Run the project with "Autoconnect Profiler" enabled
Expected result: Console logs "Russian" and "ru-RU"
Actual result: Console logs "Russian" and "en-US"
Reproducible with: 2019.4.33f1, 2020.3.0f1, 2020.3.24f1
Not reproducible with: 2021.2.0b13, 2021.2.5f1, 2022.1.0a7, 2022.1.0a16
Could not test: 2020.2.0a21, 2021.2.0a1, 2021.2.0a15, 2021.2.0a21 (Various console errors), 2022.1.0a6, 2021.2.0b12 (Profiler fails to autoconnect)
