[UI Toolkit] UI element becomes large and suddenly returns to its original size when slowly hovering over it in the Game view
How to reproduce:
1. Open the attached "1353772" project
2. Open the "SampleScene" Scene
3. Make editor window fullscreen
4. In the Game window find a dropdown with "Play Focused", "Play Maximized", "Play Unfocused" values and select the "Play Maximized" value
5. Enter the Play mode
6. Slowly hover the mouse over the red square in the Game view
Expected result: The square becomes large
Actual result: The square becomes large and suddenly returns to its original size
Reproducible with: 2021.2.0b9, 2022.1.0a2
Not reproducible with: 2022.1.0a3, 2022.1.0a6
Couldn't test with: 2019.4.29f1 (UI Toolkit package is not available), 2020.3.16f1, 2021.1.17f1 (Missing Transition Animations and Transform properties in UI Builder)
Notes:
1. It doesn't reproduce each time. Repeat step 6 several times.
2. It reproduces easier in fullscreen mode
