GameObject with Cloth component is Rendered in its default for 1 frame when it is entering the Camera view
Steps to reproduce:
1. Open user's attached project
2. Open "OffscreenProblem2" scene
3. Enter Play mode
4. Notice the Cloth being Rendered in its original state for 1 frame right after entering Camera view
Expected results: Cloth GameObject enters the Camera view at the state it is Rendered in
Actual results: Cloth GameObject enters The camera view at its default state for one frame
Reproducible with: 2019.2.12f1, 2019.3.0b10, 2020.1.0a12
Notes: The issue is not as consistent in Unity version 2020.1. The project is braking in 2018.4 and lower. The workaround is to Set "Update When Offscreen" to true under Skinned Mesh Renderer component.

Resolution Note:
Workaround: Select the GameObject which has Skinned Mesh Renderer and Cloth component. Under the Skinned Mesh Renderer component set "Update When Offscreen" to True.
