GameObject.isActive Property is sometimes ignored when using it with Animator Keyframes
How to reproduce:
1. Open the attached project
2. Open the Scene labeled "SampleScene"
3. Enter the Play Mode
4. Inspect the Animation in Game View
Expected result: Every time when the card appears there is a Particle effect shown.
Actual result: Sometimes the Particle effect is not shown when a card appears
Reproducible in: 2018.4.13f1, 2019.2.12f1, 2019.3.0b10, 2020.1.0a13
Couldn't test with Unity 2017.4.34f1 (Unity crashes unexpectedly when downgrading the project)

Resolution Note:
This is a limitation of the animation system. Curves are not evaluated precisely at transition and it shouldn't be relied on to set the state of game objects.
You can use animation events instead which will also be processed at the last frame of the animation clip.
