Game view toolbar buttons do not work when the Game view is Maximized
Reproduction steps:
1. Open the “ReproProject“ project
2. Maximize the Game view
3. Click on the buttons in the Game view toolbar
4. Observe the Game view
Expected result: The Game view toolbar buttons work
Actual result: Nothing happens when clicking the Game view toolbar buttons
Reproducible with: 2022.3.19f1, 2023.2.9f1
Not reproducible with: 2021.3.35f1, 2022.3.18f1
Fixed in: 2023.3.0b4
Reproducible on: Windows 11 Pro (22H2)
Not reproducible on: No other environment tested
