Folders in Packages folder cannot be added to object fields since they cannot be dragged
How to reproduce:
1. Open attached project "ReorderableListShortcuts.zip"
2. Select "New Scriptable Object With Lists" in the Project Window
3. Try to drag the "Packages/Timeline/Editor" folder into the "Folders" list
Expected result: The folder can be added
Actual result: The folder cannot be added since it cannot be dragged
Reproducible with - 2018.4.35f1, 2019.4.27f1, 2020.3.11f1, 2021.1.9f1, 2021.2.0a18
