Filters do not take Panel scaling into account
Steps to reproduce:
- Create a UI Toolkit panel with intricate details (e.g. text)
- Set a pass-through filter (e.g. opacity to 100%)
- Display on a monitor with a 2x DPI
- Toggle the filter on and off
Similar cases to be fixed:
- PanelSettings Scale
- PanelSettings Scale Mode (e.g. Scale with Screen Size)
Actual results:
UI looks blurry when the filter is on
Expected results:
UI looks the same with the filter and without it
Reproducible with versions: 6000.3.x 6000.4.x
Can’t test with versions: 6000.2 and previous

As mentioned in the Similar Cases section, if you are using scale mode "Scale With Screen Size", the filter will render at the reference resolution under Scale Mode Parameters, instead of the device's resolution, leading to the filter looking blurry.
