Extra usage of system code and data is created when using the Input System because it pulls in UIElements
How to reproduce:
1. Create a new project
2. Install the “Input System” package (Windows → Package Manager)
3. Open the project folder locally on your system (not in the Editor)
4. Open the “Packages” folder
5. Open packages-lock.json file
6. Observe "com.unity.inputsystem" dependency
Expected result: The "com.unity.modules.uielements" module is not present
Actual result: The "com.unity.modules.uielements" module is present
Reproducible in: 1.7.0, 1.8.2 (2021.3.38f1, 2022.3.30f1, 6000.0.3f1)
Reproduced on: Windows 10, macOS 14.4
Not reproduced on: No other environments tested
