[EventSystem] Not all events are intercepted by Event Trigger
Steps to reproduce:
1. Open attached project
2. Open scene "TestScene"
3. Run it
4. Move mouse over the sphere and notice Pointer Enter event triggered on parent cube as well as child sphere
5. While mouse is hovering sphere, scroll mouse wheel and notice that Scroll event is only triggered on sphere
Expected behavior: no events are called on parent object if child one has Event Trigger component attached
Current behavior: some events are called even if child object has Event Trigger component attached
Reproduced with: 5.1.4f1, 5.2.4f1, 5.3.4p6, 5.4.0b18
