Errors are thrown when installing the com.unity.xr.oculus package in a project without built-in modules and packages
Reproduction steps:
1. Open the attached “BugRepro” project
2. Open the Package Manager (Window > Package Manager)
3. Click the “+” button in the status bar in the top-left corner
4. Select "Add package by name..."
5. Enter the package name com.unity.xr.oculus
6. Click the “Add” button
7. Observe the Console window
Expected result: No errors are thrown
Actual result: Errors are thrown
Reproducible with: 4.5.0, 4.5.1 (2022.3.65f1, 6000.0.55f1, 6000.1.15f1, 6000.2.0b11, 6000.3.0a4)
Reproducible on: Windows 11
Not reproducible on: No other environment tested
