Empty AnimatorController on Animator used by Playables breaks layer blending
Steps to reproduce:
1. Download and open the attached project
2. Enter Playmode
3. Set the Controller to anything on the Animator component
Expected result: no changes in animation
Actual result: animation gets heavily distorted
Reproduced on 2017.3.0a1, 2017.4.16f1, 2018.2.19f1, 2018.3.0f1, 2019.1.0a11
