Emojis are shown as Unicode when viewed in the Package Manager window
Reproduction steps:
1. Create a new project
2. Get any asset from the Asset Store which contains emojis in the description(Check the Edit below)
3. Open Package Manager window
4. Select "My Assets" from the dropdown menu
5. Observe the Asset description
Expected result: Emojis are shown as in the Asset Store webpage(Snapshot_1179744_V1)
Actual result: Emojis are shown as Unicode(Snapshot_1179744_V2)
Reproducible with: 2019.3.0a8, 2019.3.0b1, 2020.1.0a2
Could not test with: 2017.4.32f(No PackageManager), 2018.4.8f1, 2019.2.4f1,2019.3.0a7("My Assets" option was not available)

This behavior is by design. We strip all HTML tags from the description hence why the emojis are shown as Unicode.
