Elastic ScrollRect allows to mouse scroll Content out of the bounds after being deactivated while dragging Content
How to reproduce:
1. Open the attached "ScrollbarCheck" project and "TestScene"
2. Enter playmode
3. Drag content with left mouse button and while dragging it, press Q to deactivate the "ScrollView" GameObject
4. Release left mouse button and press Q to activate "ScrollView" GameObject again
5. Use mouse scroll and scroll to either bottom or top, until the Content is not visible
Expected result - ScollRect should not allow to scroll out of the Content bounds
Actual result - ScollRect allows to mouse scroll Content out of the bounds
Reproducible with - 2018.1.0a2, 2017.3.0b6, 2017.2.0f3, 2017.1.1p2, 2017.1.0a1
