EditorSceneManager callbacks don't work outside of play mode
Steps to reproduce:
1. Open attached project "795148.zip"
2. Open scene "Scene 2"
3. In top menu, select "Test > Initialize Callbacks". This will add sceneLoaded callback and then load scene "Scene 1"
4. Notice that there's no callback although scene changes
