Steps to reproduce:
1. Go to NVIDIA Control Panel
2. Manage Display mode → NVIDIA GPU only
3. Manage 3D settings → Program Settings
4. Select a program to customize → Unity 3D
5. Select the preferred graphics processor for this program → High-performance NVIDIA processor

7. Create a new project
8. In the Editor's menu select any tab (Window, Edit, Assets, GameObject etc.)
9. Move your mouse through each tab
10. Observe tab's options
Expected result: The options of the each tab are visible
Actual result: The options are not visible, only the white border is
Reproducible in: 2022.3.57f1, 6000.0.36f1, 6000.1.0b4, 6000.2.0a1
Reproducible on: Windows 11
Not reproducible on: No other environment tested
Note: Monitor Technology parameter in the Nvidia Control Panel is only available to G-SYNC compatible monitors. (attached a link to the G-SYNC compatible monitors in the internal notes)
Workaround: Dragging the mouse pointer off the menu tabs and then selecting them again fixes the issue

Resolution Note:
With a variable refresh rate, the performance degradation of the Unity Editor under heavy load can be more apparent. There are some things that can be done to ease the strain on the machine, however. This list isn't exhaustive, but some things to consider:
- Check the load that other apps are having on the GPU and CPU, including background apps
- Use a fixed refresh rate for the Unity Editor
- Using the "Settings" window, select the "General" tab and make sure the "Interaction Mode" setting is set to "Default".
