EditorGUILayout Foldout Header Group does not respect EditorGUI.indentLevel value
How to reproduce:
1. Open user-submitted project (BugReports6)
2. Open the window Bug Reports > Indenting Broken
3. See the second foldout(titled 'Foldout not indented')
Expected result: foldout is properly indented, just like the foldout above it
Actual result: foldout is not indented at all/incorrectly indented
Reproducible with: 2019.1.0a4, 2019.1.10f1, 2019.2.0b9, 2019.3.0a9
Could not test with: 2017.4.30f1, 2018.4.4f1, 2019.1.0a3(BeginFoldoutHeaderGroup and EndFoldoutHeaderGroup not yet implemented)
Notes:
In 2019.3.0a3 - 2019.3.0a9 versions of Unity FoldoutHeaderGroup is indented, but not to the same level as it is expected to be
