EditorApplication.focusChanged isn't triggered when the Editor is minimized and opened
How to reproduce:
1. Open the attached user “EditorAppFocusBug.zip“ project
2. Open the “SampleScene“ Scene
3. Minimize the Editor by pressing the Minimize button at the top left of the Editor window (top right if Windows)
4. Open the Editor by clicking on its icon in the Dock (Taskbar if Windows)
Expected result: “Editor app lost focus.“ and “Editor app received focus.“ messages in the Console
Actual result: No messages in the Console
Reproducible with: 2022.3.4f1, 2023.1.3f1, 2023.2.0a23
Can’t test with: 2021.3.28f1 (Errors in the Console)
Reproduced on: macOS 13.4.1 (Intel), Windows 11 (by reporter)
Not reproducible on Linux
